Can you also show 'fmt --version' from both machines, in case it is
something that we can identify as having been fixed between the two
versions, or in case you aren't running GNU fmt like you thought on one
machine? Can you demonstrate this with a bit more details, such as
attaching 'file' and 'to_file' (trim them to be reasonably small, merely
enough lines to demonstrate what you are seeing)?
