What great timing!  Until last week, yes, there was a technical reason why
we couldn't add 'touch -h' - there wasn't enough support for it.  But now
that my gnulib utimensat module is nearly complete, we FINALLY can support
this on modern GNU/Linux machines, and the addition of touch -h is rapidly
moving up to the top of my todo list.  It will probably be included in
time for coreutils 8.1.
