It *used to be* a format string.
Checking a .po file built from latest sources:
$ grep -B6 ARG1.%.A po/vi.po|cut -c1-13
#: src/expr.c
#, c-format
msgid ""
"\n"

" ARG1 % ARG
msgstr ""
"\n"
" ARG1 * ARG
