Some distros continue to ship older coreutils releases, but pull the
latest .po files in the process, so it wouldn't hurt to update 6.7; but if
it is a matter of time, focus on 6.9 first.

That is the right message.  Actually, the code is already correct, it is
just missing the TRANSLATORS comment.  For example, in GNU Hello, the code
looks like this:

No, changing coreutils to mention the translation team prior to calling
gettext is wrong, because in the C locale there is no translation
performed by gettext.  However, a change to coreutils that factored all
the "Report bugs to %s" messages into a helper macro in src/system.h
(similar to the other factorization like case_GETOPT_HELP_CHAR), might be
nice, rather than repeating it in every application.
