Yes, "date" as currently constituted is not really intended for date
arithmetic using the Gregorian calendar.

In the most extreme examples, some locales have set clocks ahead 24
hours, so an entire day goes missing, which would make things dubious
almost no matter how you address them.  People have even set clocks
back 24 hours, so an entire day is duplicated.
