I think it has to do with whether the directory file (dir) in infodir is
correctly updated. IIRC info first uses this file to detect any nodes. If
it cannot find a reference in there it tries infodir/<topic>.info and if
that fails as well it outputs the manpage on <topic>. It is somewhat
difficult, though, to keep the directory file updated with full entry
hierarchies, rather than just the top node.
I believe that the suggested info command should be "info coreutils cmd",
as others suggested, since it is not possible to assure that the directory
file will always be updated correctly. Most GNU packages produce a dir
file with a full entry hierarchy, but it is not easy to automatically
integrate it in the system dir file, and it's even more difficult to
remove/update the entries. Perhaps I am missing something though...
