I appologize I was busy when I experienced it and rushed through it.
It was tac version 2.1 provided by textutils
Written by Jay Lepreau and David Mackenzie.
os: Windows XP Professional Version 2002 Service Pack 2 x86
I appreciate your help I will try updating to the cygwin version
