unqoted and MinGW32

Hello all,

I'm posting 2 patchs, mingw.patch with some modifications on persist.h, 
w32/Makefile.gcc and w32/cc++/config.h to build Common C++ with a 
cross-compiler (from Linux to win32) and unquoted2.patch for ost_socket.m4 
unquoted warning.

I can't cross build w32 dlls with autoconf support. I think libtool can't 
import all names. (I'm using AC_LIBTOOL_WIN32_DLL :)
