I understand the cygwin behaviour.  As I see it it's upto the project
to develop a consensus as to where the balance of users lie and where
the inconvenience will fall.  Let's assume for now .dsp files will be
tagged a binary for the foreseeable future.

What is project's preferred means for accepting binary file changes?
