Bug with HashCommentLinesMatching (cfengine 1.6.3)

Forgive the length of this post.  I've been trying to edit the crontab
file for root on Solaris, to no avail, using "HashCommentLinesMatching".  
I've attached a typescript of the error.  Note, that for this demo, I
extracted the root crontab into /tmp/ct.root before doing this, but in
real life, I use a "shellcommand" to extract it, then I do the edit, then
use a 2nd shellcommand to re-submit the edited crontab

I had to end up using a "HashCommentLinesContaining", which is, IMHO,
not a good idea.

Any suggestions?  Comments?  Go back to 1.5.4?  Wait for 2.0?
