Correct. The bug is not what version of autoconf you are using,
but what version of m4/m4.m4 used in the copy of bison you are
using. And has already been pointed out in this thread, you can
use ./configure M4=/path/to/m4 to work around the bug.

M4 1.4.5 or newer.
The autoconf team already has this macro written, and in fact,
the latest bison already uses it.
