There is an international copyright treaty "WIPO Copyright Treaty (adopted in Geneva on December 20, 1996)",

It invokes the Berne convention. It also makes an interesting reading compared to US copyright law (Circular 92):

(For example, it says very clearly that national law must not impose legislative measures that conflicts with normal exploitation of the work; compare with ยง1201 of US copyright law. Further, computer programs are no different, from the point of view of copyright, than literary works.)
