For bison 1.875b

Hi Folks,

An observation rather than a defeat.

Problem:

--skeleton=FILE no longer works relative to bison.exe pwd
thus breaking

        bison --skeleton=./my_yacc.c

which was quite useful.

Solutions:

1.      Set secret BISON_PKGDATADIR, but then you have
        to copy c.m4 m4suger/m4suger.m4 to this place.

2.      copy my_yacc.c to default BISON_PKGDATADIR,
        but one may not have permission.
