Yes. Bison 1.75 was built incorrectly: tests/testsuite and
tests/package.m4 contain the wrong version number. I suppose
this means there is a bug in the release procedure.

Yesterday I installed a patch that may have fixed that problem; see

That should have my patch, yes.
How about if we cut an official 1.75a test version now? As far as I
know, all the 1.75 bugs have been fixed. A few messages have been
changed, though, so it'd be nice to give translators a crack at them
before we release an official 1.875 version.
Before releasing 1.75a, we should make sure the testsuite
version-number bug isn't present in the tar file. I vaguely recall
doing this by hand for Bison 1.50; sorry, I should have fixed it then
but I was in a hurry and still don't fully understand the release
procedure.
