Thanks. I get what is going on now. This isn't a normal .dwo file, it is one
processed with dwp. In that case you do indeed need to take the offsets from
the .debug_cu_index into account. eu-readelf also doesn't do that. I filed a
bug for that: https://sourceware.org/bugzilla/show_bug.cgi?id=26812
