Hi Brandon,

  I am unable to reproduce this bug. :-(  Would you mind uploading a copy
  of the fat lto version of the object file that you are testing, so that
  we can investigate ?

  It may be related to the version of gcc that is being used.  (I was using
  gcc v8.3.1 in my tests).  I also note that you have reported this bug
  against version 2.28 of the binutils.  That is quite an old release now.
  We are currently on release version 2.32.  Would you be able to test this
  version and see if the problem still exists there ?
