I agree that it is a bit confusing.  Esp. the Java splitting seems ugly.

I'm torn about this one.  The short-hand for the "Building Programs and
Libraries" chapter is "Programs", and in the Automake naming scheme,
_PROGRAMS are definitely not a super set of Python scripts nor Lisp
sources.  OTOH if we intend for the more general meaning of "programs
that may be executed", then I would expect to find scripts dealt with
there as well, but they are discussed in the chapter in between.

Furthermore, the Programs chapter is quite large the way it is already,
and that we may want to add a couple more entries, too.  Not a big issue
of course, but doesn't add to a well-structured manual.

I'm not quite sure about the best way out here.
