No, it is not passed to the test, as the configure script for Automake
doesn't need a C compiler at all, thus doesn't care about it at all.

I can understand that this might be a little confusing, but point is,
we'll probably have a hard time propagating all the configure settings
to the test suite that users may care about.  So I generally suggest to
also set CC in the environment for this test suite.
