    supposed to work?

I've never used gnupload for savannah.nongnu.org.  I can only suggest
trying to do it manually as a test; that is, sign the files, and then
run the scp or rsync or sftp commands given on the above page to
transfer the triplets.  That would tell us whether it's a savannah
problem (no permission), a documentation problem (the page isn't saying
the right thing any more), or a gnupload problem (if the direct upload
works).
