That sounds the right thing to do to me.  This would allow
anybody to get the precise list of all variables that are
substituted in the output, something you cannot do right now.

That means maintaining a list of variables even farer from their
definitions.  I'd rather aim to remove anything from this file
that is not purely Automake-specific.  E.g., the definition of
srcdir, and top_srcdir have nothing to do here: Autoconf should
tell Automake these variables exist.
