target_DEPENDENCIES and target_LIBADD interact badly

If I specify an explicit DEPENDENCIES variable, then stuff from LIBADD
that would otherwise have been put in there is ignored. That's not
really what I wanted to happen. I'd like a way to specify "include
these dependencies in addition to the defaults" (an obvious form would
be target_DEPENDENCIES += ...).
