Order significant wrt AM_PROG_LIBTOOL and AC_LANG_CPLUSPLUS

Subject: Order significant wrt AM_PROG_LIBTOOL and AC_LANG_CPLUSPLUS

If AC_LANG_CPLUSPLUS precedes AM_PROG_LIBTOOL in configure.in, the
executable extension becomes ".C" instead of "" on linux systems.
Swapping the order yields correct behavior.
