Details:
If autotest macros like AT_SETUP receive an argument that contains non-kosher
characters, autotest fails unless the argument is quoted twice.
For example, in a project where commands start with hash, many test
descriptions include the hash character. AT_SETUP([#blah]) used to work in
autoconf 2.61, in 2.63 it doesn't anymore -- AT_SETUP([[#blah]]) is required.
