Hi Jean,

Please consider customizing the option `LaTeX-insert-into-comments'.
You will get
\documentclass{article}

\begin{document}
\begin{verbatim}
% This is a comment
\def\foo#1{foo}
% another comment
\end{verbatim}
\end{document}
after the option is set to nil.
