This is not a bug but a feature. See `start /?'.

Since you did not use `M-x TeX-submit-bug-report RET' some guesswork
is needed. You probably customized `TeX-output-view-style' or have
your own version of tex-mik.el. So either change the `start' commands
in `TeX-output-view-style' to include a pair of quotation marks before
the placeholder for the file name or get rid of your tex-mik.el file.
