XEmacs 21.4 doesn't provide the alist customization widget.  In the
case of `TeX-quote-language-alist' I replaced that with a construct
compatible with XEmacs for now.

We have at least four other instances of alist widgets in tex-bar.el,
latex.el, tex.el and preview.el.  I guess we would have to change
these as well for the sake of XEmacs.  But currently I don't want to
cripple more code for it.
