Sorry, but I cannot follow you.  In

Do you by any chance try to use a version of AUCTeX compiled for/with
CVS Emacs together with Emacs 21.3?  A sure sign for this would be a
File local-variables error: (void-function called-interactively-p)
in the *Messages* buffer.
