try:

  CXXFLAGS="-Wno-maybe-uninitialized" ./configure

this may work on your platform.

but the configure program couldn't find PostgreSQL, even though it is 
installed.  I don't know whether this is because I need to install some 
optional PostgreSQL package.

So then I tried

./configure  RATIONAL_NUMBERS_WANTED=yes
make

and got an error message:

so APL wouldn't compile.  So I tried

./configure
make

and got the same error.
