Maybe I am wrong but I don’t think it has anything to do with the LLVM/Clang compiler.
Rather it’s because Gatekeeper is checking for code signing and notarization.

There has always been the opportunity to override the defaults.

The other alternative is to code sign using Apple certificates, Developer ID’s, and then notarize.
