Currently in 3.6.2 you can specify the TRANSLATION section
to define only one global system/user configuration file.
For instance:

---BEGIN TRANSLATION---
translate = 0.0.0.0 into = USER
---END---

The above will force all clients to use only one configuration
file `~/.anubisrc', where `~' is USER's home directory.

In 4.x we plan to directly support the RULE section in /etc/anubisrc.
