cp1251 support and fix for makefontmap

Hoi, a2ps developers.

I've made microsoft-cp1251 encoding description for a2ps. This encoding is
main 8bit encoding in Belarus and Bulgaria, it's widely used in the Ukraine
and Russia.

To use them one should have Type1 fonts from URW++ with additions from Valek
Filippov (they comes with ghostscript > 6.5).

But some of URW++ fonts have digits in names, so I've made a little patch
for make_fonts_map.sh, so now it can handle such names.
