You are of course free to fork Bison and host the fork wherever you like, as long as you respect Bison's license. If you can build a free-software community around your fork, more power to you. However, the GNU project itself has a policy about promoting free software, and your arguments against the policy are unpersuasive (c'mon, even Microsoft no longer accuses us of promoting communism). We're busy people so let's move on.
