Maybe "skip noweb run on plain tex" makes good sense if all files are
processed by the 'document' command. Really I cannot think of any good
excuse for the rosetta.pamphlet to actually be a pamphlet file, so
probably it's name should just be changed to rosetta.tex and 'document'
changed so that it does not preprocess files with noweave if the
file already has a .tex extension.
