The document command is similar in spirit to tar.
Tar handles additional features like gzip compression.

The document command is intended to collect the various ways
you might want to handle a pamphlet file (weave, tangle, 
drag-and-drop, pdf, etc). 

Document is to pamphlets as tar is to tar files.

In general the user will not have a makefile for any given
document file and will need a command to extract the file
in the necessary form.
