[Axiom-developer] Idea for mathaction updates

I have another, possibly more workable idea for the question of sending
updates to the axiom-developer list:

Have a checkbox next to the submission for change that can toggle
whether or not a change is sent to the developer list or just added to
a "minor changes" digest.  That way no change goes unrecorded or
unnoticed, but if we need to correct a typo or something else that
doesn't add new content we could uncheck the "send to axiom-developer"
option and reduce list noise.

Useful/workable?
