I've just tested this patch, Colin, and as far as I can tell, this is
exactly how I think safemode should work.  Good work!

I think there are only two items remaing - incorporate support for
'fuse' into safemode support which I think you are working on.  And
see if you can be a little more precise with verifying that we are
reading something reasonable.  Joerg suggested using 0x1e as the
leading signature byte which should always be true.  This would be
temporary until we can add signature byte verification post-release.

This is looking really good, now, I think.  It will be nice to not
make people change their Makefiles in order to change fuse values.
