Supposedly yes, albeit few people occasionally reported problems.  It
seems some earlier of the Olimex clones did not always work correctly.

Anyway, self-making a bootice-like JTAG ICE is not out of the
question.  Depending on the effort you wanna spend, the minimum you
need is an ATmega16 + MAX232, additionally you could insert some
buffer chips between your JTAG ICE and the target.  You can also
search the general forum on http://www.avrfreaks.net/ , some guy
from Russia recently offered a fairly complete schematics.

The tricky part of all these bootlegs is to get the initial firmware
into them if you don't have Windows, since legally, you can only
obtain it as part of the entire AVR Studio suite which will only run
under Windows.  But of course, you can always use a friend's Windows
to bootstrap it. ;-)
