Normally, the AVRISP is supposed to cover Vtarget = 3.3 V. From the
datasheet:
Features
....
* Operates at Target Voltages from 2.7V to 5.5V
Perhaps your target is no longer running correctly at Vcc = 3.3 V?
The ISP protocol requires the target to operate, in particular it
requires a stable target clock that is at least 4 times the ISP clock.
Anyway, it doesn't look like avrdude could do anything about it then,
except you might try lowering the ISP speed. This can be done in
"terminal mode" (-t), and the AVRISP is supposed to remember that
value.
