What is your clock source? Is it internal oscillator - if so how is your power
rising in the design? Is there a BOD? If there is an internal oscillator, do
you load the trimming register with a new value?
I ask because it almost sounds like some fuses get misread or something along
that line, resulting in say a 4 MHz internal osc instead of 2 MHz.
