Sorry, that doesn't work. AFAIK AC_DISABLE_STATIC turns off some of the
configure tests necessary for static linking (maybe only on some
systems), so the error message is a safety measure to avoid a broken
build.

You could drop AC_DISABLE_STATIC, put
AC_SUBST([AM_LIBTOOLFLAGS], [--tag=disable-static])
in configure.ac, and put
libTheLibraryItself_la_LIBTOOLFLAGS =
to override it in the Makefile.am for that lib.
