Quite old.  Consider using 1.9.x.  Should not be a showstopper for this
problem, though.

I think that is a sign that AC_PROG_CXX is missing in configure.ac resp.
configure.in.

Try adding AC_PROG_CXX to configure.in.in, and then recreate the other
files.
