AM_INIT_AUTOMAKE([-Werror]) problem

Just in case this was missed...

So I'm using AM_INIT_AUTOMAKE([-Werror]) and I notice this:

> gmake
cd /sourceplace && /bin/sh /sourceplace/config/missing --run automake-1.8 
--foreign  libcdb/
libcdb/ AM_CFLAGS multiply defined in condition TRUE ...
build/config.files/ ... `AM_CFLAGS' previously defined here
libcdb/   `build/config.files/' included from here
make: *** [/sourceplace/libcdb/] Error 1
> gmake
 cd../.. && /bin/sh ./config.status libcdb/Makefile depfiles
config.status: creating libcdb/Makefile
config.status: executing depfiles commands
Finished /sourceplace/A.whereverlibcdb

It seems to me that the 2nd "gmake" should not quietly succeed.

Am I mistaken?
