Just add a dependency on a relative filename, and a rule to make that
subdir:
bin_PROGRAMS = foo
foo_SOURCES = bar.c
foo_LDADD = $(top_builddir)/mylib/mylib.la
$(top_builddir)/mylib/mylib.la:
cd $(top_builddir)/mylib; \
make mylib
