[FYI] maintcheck: test scripts should be executable, check for that |

* syntax-checks.mk (sc_tests_executable): Here, in this new check.
(syntax_check_rules): Add it.
* Makefile.am (dist-hook): Drop, no need to make test cases executable
anymore.
