This is the right mailing list, and the patches you're proposing are
very welcome and likely to be met with interest.  Unfortunately, my
knowledge of fortran is very limited, so I won't be able to comment on
them.  But I think that the Automake maintainer Ralf Wildenhues has
a good knowledge of the subject, so be patient and wait for him to chime
in (unfortunately, at present he doesn't have much time to work on
automake, so you might have to wait a few days).
