JFTR (but I'm not sure if this is relevant anymore), something similar to
what I propose has already been done for other files and test scripts in
the past; see for example commit e3acdefa854ccd1134cf75e5c4ae805bf1a50d67
"Reword the copyright notices to match what's suggested in GPLv3".
