support of the cegcc compiler

Hey,

right now, automake supports only the mingw32ce compiler that the cegcc 
project provides. That project also provides the cegcc compiler, which is 
not supported right now.

I've attached a patch that add cegcc in $basic_machine and in $os in the 
config.sub file. I also put it inline.
