That is great!  Recently I've been wondering if it was really
used (part of it are broken since 1.7, see for instance
txinfo5.test, and until the introduction of -Woverride we never
realized that because there were no test cases and no users
complaining).  Then I checked out a GCC tree, saw things like
`AUTOMAKE_OPTIONS = 1.3 cygnus', and thought "ouch!"

Is there anything else out there using cygnus?

Welcome back!  That looks great to me, but as a new feature it lacks
a NEWS entry and a test case.
