I looked at this a little today, but your patch is nicer than mine.

Today I was struck by the oddness of the fact that the automake manual
doesn't have a single node describing the overall syntax.  The word
"syntax" doesn't even appear in the manual.

It looks good to me.  I had to look up what @anchor was -- Texinfo
grows over time, leaving my memories of it obsolete.
