    * je-silent:
      Rename `silent' mode to `silent-rules' mode.
      `silent' mode unconditionally overrides portability-recursive.
      Drop extra line from compile rules when `silent' is not used.

      Provide variables for silencing of user rules.
      Redo variable naming for `silent' machinery.
